ASCC to consider change to meeting start time as municipal code sets 7 p.m.; staff clarifies construction start times and reporting

Separately, commissioners raised resident complaints about weekend construction and early morning starts. Planning staff said, to the best of their information, construction is not permitted to begin before 8 a.m. but crews may be present in vehicles prior to that time; staff acknowledged some ambiguity about what constitutes "starting work" and recommended residents report violations to code enforcement so officers can investigate. "They can show up and potentially be in their truck and be there, but they can't be out physically starting work until 8 a.m.," staff said.
The commission did not change its schedule at the meeting but directed staff to place meeting‑time options and legal guidance on a future agenda for formal direction.
