ASCC members press staff to provide Conservation Committee recommendations in project packets

Several ASCC members raised that three pages of Conservation Committee notes for the 95 South Drive project were not included in the meeting packet and asked staff to provide those communications going forward. Commissioners said they consider the Conservation Committee an expert resource and want its feedback available in a way that is easy to review alongside staff materials.
Staff explained the office’s recent practice of incorporating committee recommendations into conditions or plan changes to shorten the size of commission packets rather than attaching full reports. "If we’re already incorporating their items into either our conditions or they’ve been addressed and added to the plan set, we’re not going to be attaching them any further," staff said, but added staff is willing to provide links or a one‑page summary to make the committee’s input available without swelling the packet.
Commissioners recommended alternatives including providing a one‑page summary of Conservation Committee input or preserving a link to the full committee materials in the packet so commissioners can access the full analysis when needed. Staff said they will work with the town clerk and town attorney to find a public‑records‑compliant method to provide committee communications and suggested asking the Conservation Committee for a short, final summary that could be included in the staff report.
The commission did not take formal action at the meeting but directed staff to explore practical ways to ensure Conservation Committee recommendations are accessible to commissioners when reviewing projects.
