Needles to submit notice of intent for California Welcome Center certification; council asks staff to return with plan

The Needles City Council directed staff to submit a nonbinding notice of intent to propose the city's visitor center as a Certified California Welcome Center and asked staff to return to council on Oct. 28 with a finalized operating plan and detailed fiscal commitments ahead of the Nov. 4 application deadline.

City staff described the existing partnership with the Needles Area Chamber of Commerce (a 2021 professional-services agreement that provides the chamber $24,000 annually and recognizes $176,000 in earlier tenant improvements), the potential marketing benefits claimed by the California Welcome Center program, and initial cost categories (application fee, welcome-package fee of about $9,000, recurring membership around $5,000, and signage). Carrie Persaski of the chamber explained tracking and staff changes, and said the chamber will provide updated operational-cost estimates.

Council discussed operational hours, the chamber's role versus chamber events, potential sponsorship offset, and the five-year commitment implied by certification. After brief discussion and no public comment, the council voted to proceed with the notice of intent and to receive a full cost breakdown and operating plan for council consideration on Oct. 28.
