The Needles City Council authorized the city manager to accept a one-time $50,000 award from San Bernardino County to support technical assistance, sheltering, outreach and capacity-building for local organizations serving people experiencing homelessness.
City Manager Rick Daniels said the funds are intended to boost the capacity of local nonprofits and faith-based groups to apply for and manage larger homelessness grants. "We're seeking authorization to enter into an agreement to utilize this one-time $50,000 grant ... to build an RFP to attract qualified organizations," Daniels said, explaining the county requires use of a homeless management information system (HMIS), coordinated entry and steep insurance requirements.
Council discussed eligibility (501(c)(3) nonprofits or faith-based organizations), the grant period (roughly Sept. 2025'Aug. 2026), and the goal of producing measurable outcomes for a small target population. Staff said the RFP will include parameters that are "deal breakers" for the county (data-system requirements and insurance). After public discussion and clarification, council voted to accept the award and direct staff to issue an RFP and return with recommendations for award.
