Needles council approves 5% salary increase and retention payment for development services director

The Needles City Council on Oct. 14 adopted Resolution 2025-42 approving a first amendment to the employment agreement of Kathy Roush, the city's development services/capital projects lead. The amendment implements a 5% ongoing salary adjustment to mirror negotiated increases and provides a one-time retention payment to compensate for deferred benefits when she became a contract employee.
City Manager Rick Daniels described Roush's recent deliverables, listing major capital efforts and grant-funded projects she helped implement. "Rainey goes and finds us the grants and then Kathy goes and builds it," Daniels said, citing recent street, waterline and park projects as evidence of her performance.
Council discussed the change briefly and opened the item for public comment; no members of the public addressed the council on the matter. After a motion and second, the council approved the resolution by roll call. The resolution directs staff to incorporate the amended salary into the FY2025-26 salary schedule effective Oct. 14, 2025.
