Needles council approves $388,939 water-service contract with 10% contingency

"We check their contractor's license to make sure it's in good standing," Daniels said, noting the recommended bidder provided extensive references and met bonding and insurance requirements.
The project was described as the next phase of a multi-year water-service upgrade; staff said about 110 service lateral replacements are expected within the project area and warned that historic underground utilities often lead to change orders. Kathy Roush, the city's development-services lead referenced in the report, said the city factors likely unforeseen conditions into the bid process and relies on a 10% contingency to cover routine change orders.
Councilmembers debated local preference concerns before voting. After calling for public comment (none was offered), the council approved the contract by roll call. The authorization allows staff to execute a public-works agreement and proceed with construction scheduling.
The council did not identify a mover and seconder on the record; the vote as announced was unanimous among the members present.
