Needles council adopts purchasing-threshold changes and approves sheriff-contract funding increase

The council on Nov. 12 approved multiple administrative and procurement items. Council adopted Ordinance 678-C (first read/adoption recorded) to amend chapter 8, article 2 of the Needles Municipal Code to raise purchasing thresholds: small purchases defined at $15,000, formal bid thresholds adjusted to $15,000–$29,000 and formal-bid requirement at $30,000 or more. Staff said the change is intended to streamline procurement burdens while ensuring budget controls remain in place for items not budgeted.
Separately, council approved Amendment No. 30 to Contract No. 99-376 with San Bernardino County for law-enforcement services, authorizing a $172,195 increase for sheriff personnel costs plus $25,000 for overtime (total $197,195) funded from general-fund reserves and effective Oct. 4, 2025. Staff explained the increase reflects negotiated union/benefit changes and the council approved the amendment by roll call.
The consent calendar and routine items (items 6–8) were approved in a single motion; the council also authorized attendance at the League of California Cities Mayor and Council Member Academy (Jan. 21–23, 2026) with estimated costs per attendee.
