The Needles City Council and staff agreed to defer pursuing California Welcome Center certification after a staff review found certification would require substantial upfront and ongoing costs.
City manager and staff reported the visitor center committee concluded that first‑year costs could total about $95,000, with roughly $71,000 in recurring annual costs and an estimated $400,000 over five years when including application fees, membership dues and expanded operations. Staff recommended focusing on strengthening the existing visitor center, leveraging a $24,000 annual agreement with the chamber and using Route 66 Centennial activities and newly produced marketing videos to attract visitors.
Vice Mayor Ellen Campbell and other councilors said the certification price tag was surprising and supported exploring lower‑cost, in‑house marketing options and working with Visit California staff who have offered to meet with city representatives. Staff said the chamber will remain responsible for day‑to‑day visitor center operations under the current agreement, and the visitor center committee will reconvene with the chamber to pursue targeted marketing steps.
Council did not approve certification at this meeting; instead, members directed staff and the visitor center committee to pursue cost‑effective marketing and operational changes and return with recommendations.
