Romero said the plan incorporated public input, citing roughly 96 survey responses and a December 2024 community outreach meeting.
The plan identifies and prioritizes local hazards by likelihood and impact; Romero highlighted extreme heat and drought as top risks for Needles’ desert climate and said adoption would make the city eligible to apply for federal mitigation projects and funding.
No members of the public spoke during the hearing. Council members moved and seconded the adoption motion; a roll‑call vote recorded affirmative votes from the mayor and all council members present, and staff confirmed the plan will be submitted to FEMA for final approval.
The council’s action puts the plan into effect for a five‑year period (2025–2030) once FEMA issues final approval, enabling the city to pursue federal hazard‑mitigation grants and to begin implementing prioritized mitigation measures. Staff said next steps include submitting the signed resolution to FEMA and following up on grant opportunities.
