During public comment at the Montclair City Council meeting, resident Rosario Arosco told the council she has lived in Montclair for 60 years and described ongoing indoor marijuana smoke from a neighbor for about 12 years that she says seeps into her home and worsens her and her husband’s health.
Arosco said she has repeatedly contacted police but was told there was nothing they could do; she asked Chief Reed if he could speak with her at the meeting so staff could investigate possible remedies. Chief Reed agreed to speak with the resident in the lobby after the meeting.
Another public commenter, Bill Kaufman, described the smell as “pretty pungent” and said he supports the city moving forward with a dispensary ordinance, noting that comparable sites have generated tax revenue for nearby cities.
Council and staff did not record enforcement outcomes or immediate follow‑up actions on the public record beyond Chief Reed’s offer to speak with the resident after the meeting.
