Mayor Rapastath highlights infrastructure upgrades, housing and sustainability in State of the City

Mayor Mark Rapastath presented the State of the City, highlighting infrastructure investments, the adopted 2025-27 biennial budget, climate and sustainability efforts, and community services.
Rapastath said the city completed major street, sewer and stormwater projects and adopted a second-amended regional wastewater disposal agreement intended to ensure reliable treatment for the next 40 years. He noted a large slurry-seal program covering more than 2.5 million square feet of roadway and cited increases in safety-related work orders.
On housing and sustainability, Rapastath described five new pre-approved accessory dwelling unit designs to streamline ADU permitting and said the city issued about 1,500 permits in 2025. He also highlighted an ebike incentive pilot with 41 participants and other community sustainability efforts.
On homelessness and public safety, Rapastath said the Homeless Outreach and Mobile Engagement team helped permanently house 62 individuals this year and 204 since 2021; he reported an 11% reduction in property crime and described public-safety staffing and promotions. He honored the memory of Officer Lauren Craraven, who was killed in the line of duty on Oct. 20.
Rapastath closed by thanking staff, volunteers and regional partners and expressing confidence in continued progress.
