Laurel McFarland, representing McFarland Promotions, told council the event draws large regional attendance and supports local businesses and nonprofits. McFarland said the event's production costs have risen toward $1 million but that the festival historically subsidizes community groups and provides free programming; she said Placer AI data showed weekend visitation increases that benefit village restaurants and retailers.

Council discussion focused on the economic impact and fee structure. A staff presentation explained the item before the council was the cost-recovery policy only; the city manager retains authority to approve individual special-event permits under the adopted policy. Council members asked whether the data correlates directly to increased sales tax revenue; McFarland said the Placer AI figures show increased foot traffic but she did not provide a direct sales-tax estimate.

The motion to adopt a 50% cost-recovery policy with a $40,000 annual cap for the three-year Oktoberfest permit passed with all council members voting yes.

Council members and the applicant said the arrangement preserves free admission and keeps vendor costs low while maintaining community benefits and nonprofit support. The city will apply the policy if and when the city manager approves the event permits under that framework.
