At the start of the meeting, two residents raised neighborhood concerns during public comment.
Alice Lim of District 2 said a recently built backyard structure in the Gold Crest area spans most of a yard and is as tall as a second‑story structure, disrupting the neighborhood character and obstructing a neighbor’s view of the sunset. She identified the property as 10961 Old Gold Crest Street and asked staff to provide the city manager’s contact so neighbors could follow up. "My name is Alice Lim and ... the height be restricted to one storage," she said, urging the council to consider height limits for future structures. Council members and staff said state accessory‑dwelling‑unit laws have limited some local controls and advised Ms. Lim to speak with the city manager for details.
A second resident asked the council to order a formal survey to determine whether a large front‑yard tree overlies a natural gas line; the resident said private measurements put the tree just outside an 11‑ft clearance and that staff had not found prior documentation of city ownership of the line. The resident gave the address 25624 State Street and asked the city to provide a survey and documentation to support possible legal action.
Council and staff encouraged follow‑up with the city manager and city clerk and said staff would look into the questions raised during public comment.
