Later the council took up the consent calendar, which no council member pulled; the council adopted the calendar on a 5-0 vote (moved by Lopez and seconded by Rue).
The staff report noted the item had been placed on a prior agenda and staff requested the continuance to allow additional time for review; no new substantive debate occurred on the floor. The council indicated the matter will return at the Dec. 1 meeting for the first reading as scheduled. The public hearing record was closed for this evening.
