Council approves slate of regional board appointments after heated exchange over continuity and opportunity

The Wildomar City Council approved a slate of primary and alternate appointments to regional boards — including WRCOG, SCAG, RCA, RCTC, RCHCA and Sierra regional representation — after an extended and at times heated discussion about who should hold those seats.
Councilmember Joseph argued for continuity and institutional knowledge on regional boards, saying that long-term representation builds useful context. Councilmember Ashley, who said she had sought a regional board seat for years, argued newer members should be given opportunities to serve. The exchange grew personal at times; a local resident, Stephanie, addressed the council during public comment to say Ashley was "more than a warm body" and had helped constituents.
Councilmember Carlos Marquez moved a package motion that specified primaries and alternates for each board (Ashley as WRCOG primary with Joseph as alternate; Joseph as RCA primary with Ashley alternate; assignments for RCHCA, SCAG and Sierra also set). The motion passed unanimously, 5-0.
Council members said they will notify the relevant agencies of the appointment changes and ensure alternates are briefed so the city is represented when primary members cannot attend. The council did not record any changes to compensation or staffing as part of these appointments.
