Resident tells council abatement notices were mailed to wrong address, seeks city review

Nancy Kim addressed the Desert Hot Springs City Council during public comment and said her mother, Yangu, owner of the property at 13450 Palm Drive (El Matador restaurant, APN 641-271004), found a nuisance abatement assessment on the 2025 property tax bill and that prior notices had been mailed to an apparently incorrect address.
Kim said she first learned of the assessment when she received the property tax bill and only obtained copies of the notices from city staff after requesting them the morning of Nov. 17. She told the council that the notices had been mailed to "12120 Henry Vans, Garden Grove," an address she said does not exist, and that she did not receive hearing notices in prior years either. She said a prior year refund of $900 had been issued after staff review and that Riverside County recorded an address change on Feb. 21, 2024.
Mayor advised the city manager's office would provide Kim with contact information and that she should set up an appointment to review appeal options, as the council cannot resolve appeals during the public meeting.
Kim concluded by saying she had already emailed city staff and the city manager to seek resolution.
