Atwater council approves agenda and consent items, accepts Fruitland Avenue project as complete

Councilmember Raymond moved to approve the agenda; the motion passed on a roll call vote (Raymond). Later the council approved items two, three, four and five by roll call (Kale moved; Raymond seconded), and then approved items one, six, seven and eight with an amendment to item six; the last motion carried with Councilmember Rochester voting no and the remaining members voting yes (motion recorded by Kale and seconded by Raymond).
On Item Nine, City Manager Chris Holmes reported that the long-running Fruitland Avenue reconstruction project cost "many millions of dollars" and that staff will perform a final round of drainage corrections and review traffic-control needs including potential stop signs (City Manager). Following that report the council moved, seconded and unanimously approved acceptance of Fruitland Avenue reconstruction phase three as complete.
On Item Six (an emergency plan), councilmembers flagged language in the plan that referenced an "assistant city manager" position that does not exist and discussed delegation language that names the fire chief as deputy director of emergency services. Staff said they would clean up the plan before forwarding it to the county and return with municipal code updates to align positions and references.
