Staff reported the results of a citywide assessment ballot proceeding for 12 maintenance districts. The city said it will develop FY 2026–27 budgets for the districts that passed and bring those budgets to the council as part of the regular June budget cycle. For districts that failed, staff presented three preliminary options for stretching existing reserves and reducing services (turning irrigation off in summer, moving from biweekly to quarterly service, or reducing maintenance frequency further) and asked for council direction on outreach and next steps.
Council disposition: Council accepted the ballot proceedings, discussed outreach and possible smaller phased increases or service reductions for districts that rejected the increase, and asked staff to return with tailored options. Council emphasized that general‑fund subsidies for local maintenance districts would be a policy decision with citywide equity implications.
