During public comment at the Feb. 4 meeting a Larksburg resident described repeated activities by groups of pre‑teens and teenagers who have dug and maintained bicycle trails and jumps beside the utility entrance to the local bike path at William and Chantlair. The speaker said the activity has escalated in the last year, described multiple instances where riders enter the street at speed and recounted at least one motorist swerving to avoid a bicyclist near a person with a baby carriage.
The resident—who identified professional affiliations (professor, UCSF and adjunct at Stanford) in his remarks and was later addressed from the dais as Mr. Zaglin—said groups using rakes and shovels have caused erosion and destruction of public property. He said police visits and warnings had not changed the behavior and worried the city could be held liable if a serious injury occurs. Mayor Andre thanked the speaker, said staff would review his submission and that the council could place the item on a future agenda to allow fuller discussion and a staff response.
Mayor Andre additionally said the city manager would reach out to the resident. No council action was taken at the meeting beyond that commitment to review and consider agendizing the issue.
