The Larkspur City Heritage Preservation Board on Jan. 22 voted to recommend approval of plans to rebuild and make minor alterations to the fire‑damaged house at 8 Vista Avenue, forwarding its recommendation to the zoning administrator.
Staff told the board the structure — listed on the city’s historic resources inventory — would be rebuilt primarily to its pre‑fire condition but would include a new rear staircase, conversion of a rear flat roof to a hipped roof, and a small enclosure behind the garage. Planning staff noted a recent historic evaluation by consultant Jerry Holland that found the proposal meets the Secretary of the Interior’s standards for rehabilitation.
The project team explained the bulk of the work is limited to the rear of the lot where the fire occurred; staff said most public views from the street would remain unchanged. James Holmes, an online commenter, told the board he had no objection to the renovations and offered historical context about the property’s architect and local significance.
Board members expressed support for restoring the damaged portion in a way that respects the structure’s period appearance. One member said the proposed work ‘‘looks like it respected the history and the time period.’’ The board recorded the motion to approve and the vote was announced as three yes votes, one recusal (a member who lives near the site), and one absence.
Next steps: staff will forward the board’s recommendation of approval to the zoning administrator for administrative action.
