City clerk outlines narrow advisory role for West Hollywood Public Safety Commission

City Clerk Melissa Crowder opened the commission’s substantive agenda with a reading of the municipal code that defines the commission’s responsibilities.
“The public safety commission shall evaluate and make recommendations related to public safety and neighborhood livability,” Crowder said, noting that the commission serves in an advisory capacity and that changes to its purview would require ordinance action through council. She emphasized limits: the commission cannot investigate personnel matters, adjudicate complaints about deputies, direct tactical operations, or otherwise exercise civilian oversight over the sheriff’s department.
Commissioners used the discussion to press staff on how to apply those rules. Commissioner Polarski asked how the commission should treat intersection and traffic-safety complaints, given frequent community concern and the commission’s regular receipt of sheriff and fire reports. Crowder and staff answered that liaisons can report factual concerns to other commissions but should avoid editorializing; complex operational matters remain with contracted providers and council.
Several commissioners requested tighter definitions and operational guidance. Vice Chair Blau asked for a clearer working definition of “neighborhood livability”; staff acknowledged the term is broad and said it will discuss potential code clarifications with council. Commissioners also requested a short annual or quarterly work plan so the public and commissioners can see what topics the commission intends to address and when.
The commission concluded the item by asking staff to place a work-plan/look-ahead on a future agenda and to return with a proposal that clarifies reporting, liaison expectations and what trend data the commission should regularly receive.
