Parking meters, permits and garages generate most of West Hollywood’s parking revenue, staff say

West Hollywood’s parking division presented the scale of its operations and revenue, telling residents how meters, permits and city garages support parking services.
"The city operates approximately 2,000 parking meters. These meters generate approximately $8 million in revenue per year," said Bill Borfeld, parking services and projects officer. The division also issues about 600 commercial permits, 23,000 residential permits and 77,000 visitor permits, which together generate roughly $1 million annually, staff said.
Parking Services Manager Vince Gino said the city manages five parking garages and 10 parking lots with about 1,200 spaces that account for roughly 670,000 transactions and $2.6 million in revenue a year. The division enforces parking rules through contracted enforcement staff who also assist with towing, gridlock management and event traffic control.
The division described preferential parking districts established by ordinance (11 districts) and said evening permit restrictions require petitions from at least 51% of dwelling units on a block; daytime restrictions also require a documented analysis and 51% support. Staff said enforcement and sign installation are part of normal operations and that the division coordinates permits for residents, businesses and contractors.
