Item 5 was an adopted resolution approving the engineer's report and declaring the intention to levy an increased assessment for Boulevard Open Space Maintenance District 1 (Tract 32818); staff said the district's current balance was $1,878.06 and recommended a 20% reserve target to cover routine maintenance and occasional large costs such as tree removal.
During Q&A on the consent items, Public Works Director Sherry Garwick explained drivers of the district's deficit included increased irrigation costs and rising contracted maintenance fees. Garwick also answered questions about fleet-replacement needs: some newer vehicles (a 2020 Ford Escape used for code-compliance work) have unusually high runtime because they operate day/night and on weekends, which leads to earlier replacements; some heavy equipment is retained longer if it has low hours. Council asked about funding; Garwick said replacements would come from the capital asset reserves fund, which had about $7.6 million at the time of discussion.
A motion to approve items 5 and 9 passed 5-0. The record shows the consent calendar passed with a 4-yes vote and one abstention specifically recorded on item 8.
