Grant County Fiscal Court approves 2026–2031 WIOA interlocal agreement after Northern Kentucky ADD presentation

Grant County Fiscal Court on March 17, 2026 voted to approve a 2026–2031 interlocal agreement under the federal Workforce Innovation and Opportunity Act, authorizing Judge Chuck Dills to sign the agreement following a presentation by Corey Iimer of the Northern Kentucky Area Development District.

Iimer told the court the agreement is required by federal WIOA rules and must be renewed every five years. "My name is Corey Iimer. I'm with the Northern Kentucky Area Development District," he said, adding that his role is to "oversee all of our workforce programming," including administration of the Northern Kentucky Workforce Investment Board that manages WIOA funds for the region.

Iimer explained that WIOA funds are first allocated by the U.S. Department of Labor to states, then apportioned to local workforce areas. The Northern Kentucky workforce area, he said, covers Boone, Campbell, Carroll, Gallatin, Grant, Kenton, Owen and Pendleton counties. The interlocal agreement, he said, "defines roles and responsibilities of local elected officials," outlines governance and fiscal oversight, and clarifies decision‑making authority related to budgeting and program oversight.

Magistrate Riley moved to approve the 2026–2031 interlocal agreement and to allow Judge Chuck Dills to sign the document; Magistrate Humphrey seconded the motion. The court approved the motion by voice vote.

During questions, Iimer asked magistrates to encourage local employers to engage with workforce services and noted a partnership with the Department for Community Based Services that certified a Kittinden office as a Kentucky Career Center to better reach job seekers. The court recorded no public opposition and took the action immediately after the presentation.

The agreement will govern how participating counties manage and oversee WIOA funds for the five‑year period ending in 2031.
