Pasadena council denies appeal, clears Caltech's Green Street innovation center after intense public hearing

The Pasadena City Council voted unanimously March 2 to deny an appeal of the Design Commission's approval and to approve concept design review for a proposed four-story, roughly 93,500-square-foot research-and-development building at 1364 East Green Street.
The decision came after a lengthy quasi-judicial hearing that drew more than 50 in-person speakers and extensive expert testimony about traffic, air and noise impacts, and potential biosafety risks. Appellants argued the project was wrongly found eligible for a Class 32 CEQA (California Environmental Quality Act) infill exemption and urged a more detailed environmental review; the applicant, represented by Trammell Crow/Caltech, said technical studies showed no significant environmental impacts and described voluntary design and operational concessions.
Why the council acted: Staff recommended the council find the project eligible for a Class 32 categorical exemption, citing technical reports on noise, air quality, and vehicle miles traveled (VMT) prepared for the project and reviewed by city consultants. Staff and the Design Commission concluded the site met the four criteria for the infill exemption (consistency with zoning and the general plan; parcel under five acres and surrounded by urban uses; no habitat value; and no substantial project-level effects on traffic, noise, air or water quality when mitigation/conditions are applied).
What the council approved: In addition to the design review approval, the applicant offered several voluntary design and operational changes during the hearing and said it would accept these commitments. Recorded or announced changes included: reducing the maximum mechanical-screen height, a small voluntary reduction in overall building height compared with earlier submittals, eliminating one below-grade parking level (reducing parking from the originally stated 260 stalls to about 200), further study of a fourth-floor stepback on the south elevation, and a commitment from the applicant that laboratory activity in the building would be limited to BSL-1/BSL-2 operations (i.e., low- to moderate-containment bench-top laboratory work) rather than higher-containment uses. The applicant also agreed to air-quality monitoring during construction.
What the opponents said: Nearby residents, St. Philip the Apostle Church and School representatives, and others pressed the council to require a full environmental impact report (EIR). Their concerns focused on daytime school pickup and drop-off congestion on Hollist Avenue, safety around potential wet-lab operations near a TK/elementary program, the project's scale relative to neighborhood fabric, and alleged technical gaps in the city and applicant traffic analyses.
What supporters said: Dozens of Caltech faculty, students, staff, company founders and life-science industry representatives testified in favor of the project. Supporters emphasized that Pasadena has a shortage of lab-ready space that drives startups and jobs out of the city, and said the Green Street facility would help retain companies, create high-paying jobs, and create a pipeline with local colleges. Caltech and the applicant noted the project would be regulated by an array of federal, state and local agencies and codes (CDC/NIH guidance, CalEPA/DTSC oversight where applicable, South Coast AQMD, CDPH, Cal/OSHA, state building and fire codes, and local fire and environmental health inspections).
Next steps: The council's action approves concept design review and directs final design review to pick up required details and conditions. Staff and the council also agreed to next steps to manage construction and community concerns: the council asked staff to convene a construction and community-monitoring group that includes the applicant, Caltech and nearby institutional neighbors; the Department of Transportation will work with the applicant and area institutions on traffic management and staging plans; and staff agreed to evaluate the city's R&D zoning provisions and whether additional local standards are needed for laboratory-type uses near schools and sensitive receptors.
The hearing highlighted a split in the community between those emphasizing neighborhood character and school-safety concerns and those emphasizing economic and workforce benefits of more local life-science infrastructure. The council's unanimous vote closes the appeal but sets a clear expectation that the project will face close scrutiny during final design review and construction monitoring.
Outcome: Concept design review approved; appeal denied; CEQA Class 32 infill exemption affirmed; applicant's voluntary commitments (height/parking reductions, BSL1/2 restriction, construction air monitoring, further fourth-floor stepback study) recorded.
