San Dimas council reauthorizes roughly $12.6 million in multi‑year carryovers to finish projects

The San Dimas City Council voted unanimously Sept. 27 to approve budget carryovers from fiscal year 2024–25 into fiscal year 2025–26, reauthorizing roughly $12.6 million in previously budgeted expenses.
Administrative Services Director Michael O’Brien told the council that the carryovers reflect projects and contracts that were budgeted but not completed by the fiscal-year close, such as capital projects, equipment purchases and grant-funded programs. O’Brien said the carryovers are largely offset by about $4 million in reimbursements or grant revenues, producing a net effect of approximately $8.65 million; he said the general fund’s reported surplus would be reduced by about $843,000 as a result.
“Carryovers allow us to reauthorize these unspent dollars so the city can finish the work without duplicating appropriations,” O’Brien said, explaining that invoices received after budget adoption can otherwise make year-to-year accounting misleading.
Councilmembers debated the item briefly before taking a single motion to approve the consented carryovers. The motion passed 5–0. The council record shows the approval was intended to preserve continuity in project delivery and compliance with grant requirements rather than to increase authorized spending.
The council did not name a mover or seconder on the public audio recording; the mayor announced the motion carried unanimously. The staff report and attachment (referenced during the presentation) list the full line-item carryover detail and grant offsets.
What’s next: With council approval the listed carryovers will be incorporated into the FY 2025–26 budget to allow work to continue on multi‑year projects and to ensure contracted obligations are met.
