Council adopts FY 2025–26 budget and several resolutions, approves night work for Hosienda signal

The La Habra Heights City Council on June 9 adopted the city’s FY 2025–26 operating budget and capital improvement program and approved a set of related resolutions and administrative items.
Finance staff presented the operating budget (effective July 1), which begins with an estimated general-fund balance of $6.8 million and projects an ending balance of approximately $7.3 million, including undesignated and designated reserves. The council adopted the budget and associated resolutions, including salary-and-benefits and investment-policy items, after clarifying a requested insertion of language to formalize consultation with the investment advisory committee.
The council also took votes on related fiscal items: it adopted Resolution 2025-14 authorizing the special buyer tax (maximum 3%) for fire prevention and life-safety services for FY 2025–26 and adopted the annual levy for Street Maintenance Assessment District No. 7 (engineer’s report showed FY 25–26 assessments totaling $479,679) by roll-call votes.
On the consent calendar, the council voted unanimously to adopt all routine items as presented. The council authorized one night of night work for Southern California Edison de-energization and crane operations to set poles for a traffic signal at Avocado Crest and Hosienda Road; one councilmember recused from the vote due to an employment conflict.
Council also received and filed the city’s annual vacancy report required under Assembly Bill 2561 (noting 20 budgeted positions and four current vacancies). No additional budgetary changes were made during the meeting. In discussion items, the council deferred final policy on the proposed multispectral mapping program until the vendor provides sample imagery and the city attorney reviews privacy and legal issues.
