La Habra Heights resident urges immediate repairs for collapsing Laflur Drive

Brad Evans, a La Habra Heights resident of 64 years, told the Roads Advisory Committee on Feb. 25 that a sloped stretch of Laflur Drive between the 1600 and 1700 blocks has deteriorated into a single-lane section and is actively failing, with cones and temporary closures in place.
“This is no longer a minor inconvenience. It is a critical public safety issue,” Evans said, describing near-miss incidents while walking the corridor and warning that vehicles can meet head-on on a hairpin curve.
City staff acknowledged the erosion and told the committee the location is a known problem that has worsened with recent storms. A staff member said crews installed temporary cones, sandbags and tarps after a 2024 collapse on the opposite hillside and that they plan to stabilize the section "as soon as we can get out of this little bit of rainy season." The staff member said the city will refix the slope so the cones and tarps can be removed and indicated the site could be prioritized for the next west-side project.
Evans requested three concrete deliverables from the committee: an on-site engineering inspection, slope and roadway stabilization, and a written timeline for permanent repair. Committee members agreed to consider making Laflur Drive a priority project in the next project cycle and noted that the town’s pavement management plan (PMP) review is under way; staff said they aim to have a PMP draft available for committee review by mid-April.
The committee did not take a formal vote on repairs during the meeting. Next steps recorded in the session: staff will evaluate the requested on-site inspection and incorporate the location into project prioritization as the PMP timeline allows. The committee scheduled its next meeting for March 25, where follow-up may be reported.
