Alameda reports 29% drop in emissions since 2005; pushes vehicle and building electrification

The Commission on Persons with Disabilities heard a presentation on Alameda's 2025 annual report for the Climate Action and Resiliency Plan (KARP), during which city sustainability staff said the city has reduced communitywide greenhouse gas emissions by 29% since 2005 and is "really on track to hit that goal of 50% reduction by 2030." Danielle Meller, who identified herself as Alameda's sustainability and resilience manager, summarized a new 2022 inventory showing that slightly more than half of the city's emissions come from on-road vehicles, about a third from natural gas used in buildings, and the rest from off-road engines, solid waste and water/wastewater.
Meller credited the municipal utility AMP's transition to 100% clean electricity in 2020 as a major contributor to emissions reductions and said the next big task is shifting vehicles and building systems to run on that clean electricity through measures such as electric vehicles, heat pumps for water and space heating, induction cooktops and electric dryers. "A big contributor to that emissions reduction was AMP transitioning to 100% clean electricity in 2020," she said.
The city reported partial achievement of some 2030 targets: 61 of a planned 70 miles of bikeways are in place and 11% of registered vehicles are electric (the target is 12%). Average indoor water use is at 43 gallons per person per day versus a 42-gallon goal. Staff also noted the city maintains an online metrics hub that tracks dozens of indicators across transportation, buildings, zero waste, urban forestry and community activation.
On infrastructure, staff described 2025 deployments of public chargers including curbside pilots at Everick Commons (Eagle Avenue) and three chargers near the BoHo Circle/Target area, plus plans for chargers in city-owned parking lots. The city is piloting curbside chargers with a private operator, "It's Electric," which installs meter-sized curb units and uses host-property arrangements to supply power; users sign up through the company's app. Meller said the city adopted requirements for certain residential remodels to provide outlets to support future electrification and is studying cost-effectiveness for nonresidential electrification.
Staff also outlined outreach and engagement efforts: volunteer tree plantings in parks that added more than 100 trees on Main Street Linear Park, a youth climate ambassador program organized by a high school intern, and public-facing events including a home electrification fair planned for May 2 to coincide with the Alameda Bike Festival. On shoreline adaptation, Meller said Alameda has secured grant funding to advance Bay Farm Island design to a 60% level and is pursuing additional funds for construction-phase work on estuary and Southshore Beach projects; the city's shoreline planning work is intended to meet Bay Conservation and Development Commission requirements and SB272 planning deadlines through 2034.
The report will go to Alameda City Council for adoption on March 17; staff invited commissioners to submit any comments to be forwarded to council.
Votes and formal actions at the commission meeting were procedural: the body unanimously approved the January 14, 2026 minutes before the presentation.
