Greenville ISD board approves Head Start continuation grant documents, budget and cost-allocation

The Greenville Independent School District board unanimously approved multiple documents required to submit the Head Start continuation grant for the 2026–27 program year, including the Training & Technical Assistance (TTA) plan, an updated cost‑allocation plan, the program budget and the complete grant application.

A Head Start staff presenter explained the TTA plan covers required staff development such as first aid/CPR, CLASS classroom assessment requirements, parent trainings and regionwide early childhood conferences. The presenter said the program’s federal‑funded enrollment is 161 students: 101 in Greenville, 30 in Commerce and 30 in Quinland.

The cost‑allocation plan was updated to reflect one additional pre‑K teacher and a second education coordinator; staff said the allocation method uses student counts and noted Greenville ISD covers 63% of shared costs while Head Start covers 37%.

Staff described the budget narrative and the non‑federal share requirement (a minimum 20% local match). The presenter said $18,000 of TTA costs will be charged to Head Start and that other listed documents will be uploaded to the federal Head Start portal as part of the continuation application.

Motions to approve the TTA plan, cost‑allocation plan, the Head Start budget and the full grant application were each moved, seconded and approved on voice votes recorded in the minutes as unanimous ('Motion passes 70').

Board members thanked staff for the work preparing the materials. Staff said the listed documents are the complete set required for submission to the Head Start office and encouraged board members to contact Head Start staff with questions.

Outcome: all Head Start documents listed on the agenda were approved and will be submitted as the district’s continuation grant package.
