Council hears CI closeout on Black Mountain water tower; tables county shooting-range agreement

Ray Catalier of CI, the project design and management team, updated the council on the Black Mountain Water Tower replacement project and described it as completed and operating with no leaks. Catalier told council the project came in substantially under budget — he said the construction costs were about $63,000 under the originally estimated amount — and that the town will see a final invoice in the coming days as some administrative closeout with the WWDC grant agency remains.
Separately, council considered a draft agreement with the county for use of a shooting range but voted to table the item. Councilmembers said more fact-gathering and a clearer written agreement are needed before the town pursues an intergovernmental arrangement; the motion to table passed by voice vote.
Council also accepted Amendment Two to loan agreement CWSRF 07 (recorded on the agenda as related to loan number 076) after staff said the amendment lowered the loan’s interest rate. Staff noted a small amount of additional administrative work remains for grant closeout and loan documentation.
Council members praised the water-tower work and asked staff to continue finalizing closeout paperwork with WWDC and to return with the contractor’s final bill for approval.
