Council approves multiple infrastructure and service contracts, adopts ODOT agreements

On public‑works contracting, Council adopted Ordinance 2026‑023, awarding the 2026 concrete repair and replacement contract to Rack & Ballauer Excavating for $1,129,535.45 and declaring an emergency; Ordinance 2026‑024 adopting the property assessment list for the concrete replacement program (property owners retain the option to perform repairs themselves); and Ordinance 2026‑025 awarding the 2026 annual paving contract to Bill Morgan Construction for $3,874,576. Council also approved Ordinance 2026‑027, a two‑year custodial services contract with Sunshine Commercial Cleaning for $68,940 per year, and Ordinance 2026‑026 renewing a three‑year school resource officer agreement with Lebanon City Schools under which the district will reimburse 70% of SRO expenses.
Motions for first reading were held for Ordinance 2026‑019 (adoption of the 2025 Ohio Fire Code) and Ordinance 2026‑028 (the proposed power purchase agreement with American Municipal Power), the latter scheduled for second reading on April 14, 2026 with staff requesting emergency language to lock pricing.
