Council ratifies appointment of new community development director after panel review

The council ratified the appointment of Lisa McCale as the City of Saint Helena's community development director after staff described a nationally assisted recruitment and a subject-matter interview panel process.

City staff said the recruitment engaged a professional search firm, Pekka McKenna, and that a panel composed of subject-matter experts — including former and current planning directors and city staff — reviewed candidates and recommended McCale as the top candidate. Panelist Mr. McCann told the council he was impressed with McCale's application and interview, saying she was a standout in qualifications and experience in comparable communities.

Several residents asked the council to delay formal ratification given timing with the final efficiency study. One resident argued the appointment was not appropriate for consent calendar treatment because it is an executive-level role. City counsel and staff explained that under the council-manager form of government, the city manager conducts recruitments and appoints department heads, and the municipal code provides for council ratification.

The council voted by roll call to ratify the appointment; recorded 'yes' votes were unanimous among the members present.
