East Dundee board approves consent agenda, adopts 2024 IECC and waives bidding for several public‑works contracts

During discussion, village counsel/staff (Kelly, S12) explained that state procurement law allows waivers for specialized professional services such as engineering or sole‑source supplies, and described other exceptions (cooperative purchasing). The board approved consecutive resolutions to waive bidding and authorize: engineering services for standpipe rehabilitation and water‑main work; purchase of parts for the water‑treatment plant from a single vendor; a contract with Direct Energy Business LLC to supply electricity to village facilities; a sanitary sewer televising and cleaning contract with American Vactor Services LLC; and license agreements related to the Barrington Avenue utility pole removal project.
For one construction item, staff said an initial solicitation returned zero bids; Baxter & Woodman recommended Performance Construction & Engineering LLC based on prior working relationships and regional experience, and the board approved a waiver and contract to proceed so critical water‑system work can be scheduled ahead of street resurfacing.
All motions on the consent agenda and the listed procurement waivers passed by roll call. Trustees asked staff to make future memos clearer about which procurement exception applied to each waiver.
