County planning staff presented the 2025 General Plan Annual Report and Housing Element Annual Progress Report (APR) on March 24, summarizing rezones, project activity and housing production metrics.
Key figures: staff reported that 19 housing projects were approved in 2025 proposing 471 units; 54 new units had building permits issued in 2025 and 96 units were completed. Cumulative permits in the current RHNA cycle total 363 units; state Regional Housing Needs Allocation assigns the county 4,634 units for the 2023–2031 planning period. Staff noted an active pipeline of approximately 1,600 units at various stages (pre‑application, entitled, or awaiting permits) and emphasized ADUs as an important source of new housing — ADUs accounted for 182 RHNA units in the first 2.5 years of the cycle.
Planning staff highlighted recent accomplishments, including Batch B rezones (43 parcels) and adoption of ministerial and SB‑9 ordinance changes certified by the Coastal Commission. The county also preserved 84 at‑risk units, which count toward RHNA totals.
The board accepted and filed the reports and directed staff to transmit them to state agencies as required. The motion to accept the General Plan Annual Report and the Low/Moderate Income Housing Asset Fund report passed 5–0.
