Klamath Falls council approves annexations, contracts and permits; adopts downtown parking ordinance

Planning Manager Joe Wall presented two annexation items: a 0.43-acre property at 5641 Homedale Road (annexation to extend city sewer while retaining single-family use) and a 12.6-acre parcel at 32000 Dilap Road (to be assigned a public-facility zoning designation given long-standing use by the Oregon Department of Forestry). Both ordinances were introduced for first reading after acceptance of planning commission findings.
Council approved a set of procurement and contract items including: a change order with Outlier Construction for repair of Oregon Air National Guard aircraft shelter B325 (the meeting record indicates combined change-order work totaling roughly a quarter-million dollars), a construction services contract with Rocky Mountain Construction for the 39 Main Street Baldwin Park project (not to exceed the amount presented, plus contingency), and consultant contracts with RSNH Engineering for two F-35–related design projects (sunshade design and a weapons maintenance facility). Council also authorized execution of a Military Construction Cooperative Agreement (MCCA) with the National Guard Bureau for design of an F-35 munitions maintenance and inspection facility, contingent on federal funding.
On licensure, council recommended issuance to the Oregon Liquor and Cannabis Commission for Little Maria’s at 363 Diamond Street and approved a business license for Absolute Taxi Services after the owner described plans to coordinate with an existing operator to improve service availability.
The council adopted an ordinance amending city code sections regarding downtown parking permits (second and final reading) and conditionally accepted extensions of Russet Drive and Yukon Street rights of way related to a housing authority land partition.
Votes and formality: most routine agenda items passed by voice vote; the resolution accepting right-of-way extensions was approved by roll call. No item at the March 16 meeting was tabled or failed.
What happens next: Annexations proceed through the ordinance process (these were introduced for first reading). Contracts tied to federal funding remain contingent on National Guard Bureau approvals and funding prior to construction-phase work.
