Palos Park council appoints Kathy Williams as village clerk; approves waste contract extension, IT upgrade and paving payments

The Palos Park Village Council on March 9, 2026 appointed Kathy Williams as the village clerk and approved a series of routine and contractual measures, including a five-year extension of its waste-collection contract, a cloud-based phone system for village offices, and two final paving payments to Lindle Brothers.
Mayor Milovich Walters introduced Williams and praised her long record of community service before the council moved to appoint her. "We are so excited to have you become part of our village council," the mayor said as Williams was sworn in and took her seat as clerk.
Council business that followed included the consent agenda — which covered a raffle license for an American Cancer Society fundraiser at Cog Hill Country Club and warrant lists totaling $113,359.76 (regular) and $516,373.57 (supplemental) — all approved by roll-call vote with Commissioners Patan, Wade and Pulk and Mayor Milovich Walters voting yes (Commissioner Reid was absent).
Public works items approved included the final payment for the Forest Glenn Boulevard addition to the 2025 paving project and payment of estimate #3 for the 2025 MFT paving contract. The record shows the MFT final payment to Lindle Brothers as $79,590.75. The Forest Glenn final-payment amount appears with inconsistent figures in the meeting record: the agenda text lists $4,975.37 but a motion line records $4,795.37; the council approved the final payment to Lindle Brothers in roll-call vote.
The village manager presented a proposed five-year contract extension (2026–2031) with Republic Services for waste, yard-waste and recyclable-material collection and asked the council to waive competitive bidding and approve a second amendment to the contract. The manager described the proposed rates as inclusive of a two-cent county tax and a 15-cent state tax, with an 8% increase the first year and 4.5% increases thereafter; the extension also adds an annual electronics-waste recycling day. The council voted to waive bidding and approve the extension.
The council also approved a proposal from Proven IT to replace the village’s aging telephone infrastructure with a cloud-based voice-over-IP system. The proposal presented a monthly service cost of $1,135.64 and a one-time setup fee of $4,952.74; staff estimated a minimum annual savings of $7,300 and forecast likely savings in the $12,000–$17,000 range once redundant circuits are removed. The council approved the purchase by roll-call vote.
Other reports and announcements included building-department permit revenues year-to-date, police activity statistics for Feb. 23–Mar. 8, 2026 (including 1,996 calls for service and one adult arrest), reminders about severe-weather preparedness and siren testing, and recreation-event notices. Mayor Milovich Walters and staff also announced a March 26 seminar on property and fraud prevention for older residents, and recognized local student Mia Narciso as her high school’s IHSA speech state champion.
The meeting ended after no visitors signed up for public comment; the council adjourned following a roll-call vote.
