Palos Park resident urges council to enforce lighting and ban permanently mounted outdoor speakers

Cunningham cited village code sections 14‑76‑01 and 14‑76‑04 (outdoor lighting standards and performance requirements), the Illinois Responsible Outdoor Lighting Control Act (encouraging fully shielded luminaires on state property), NEC article 590.3(b) (which Cunningham said limits temporary holiday lighting to 90 days) and Illinois 415 ILCS 524 regarding unlawful noise that unreasonably interferes with enjoyment of life.
She asked the village to require residents to redirect or shield floodlights that create a nuisance, to enforce the NEC 90‑day standard for temporary displays, and to draft an ordinance prohibiting permanently mounted outdoor speakers at heights that cause interference. Cunningham also provided photographic examples to the clerk.
Council did not take immediate action during the meeting; the comment was made during the citizens' comment period and no vote or formal referral was recorded in the transcript.
