Escondido adopts mitigated negative declaration for Jasmine Dean bike park; plot plan decision still pending

City planning staff presented and the zoning administrator adopted the final initial study/mitigated negative declaration (IS/MND) and mitigation monitoring and reporting program (MMRP) for the proposed Jasmine Dean John Mason Memorial Bike Park within Jasmine Dean Park.
Staff said the project would formally improve about 4.6 acres in the park’s northwestern portion, where approximately 2.7 acres are already informally used for off-road bike activities. Proposed improvements include a pump-and-jump track, a skills/kids track, upgraded paths and viewing areas, benches and access improvements using decomposed granite and asphalt. The draft IS/MND was prepared by Baron Consulting and circulated for public review from Oct. 23 to Nov. 24, 2025; staff received one comment from a member of the public that raised process questions and asked whether motorized vehicles would be allowed.
Staff clarified that the project authorizes non-motorized bicycle use only and that the public commenter’s questions were addressed in the final IS/MND and through direct outreach. The zoning administrator found the final IS/MND adequate and adopted the document and MMRP, directing staff to file a notice of determination with the San Diego County clerk. Staff noted that the formal plot plan/permit for construction is a separate director decision that remains pending after the IS/MND adoption.
