Commission approves amendment, rezoning and conditional use for contractor's office at 2200 East 2nd Street with dust‑ and screening‑control conditions
Summary
After public comment and debate over noise, dust and screening, the commission recommended a land‑use amendment (AM26‑00002), rezoning (Z26‑00002) and granted a conditional‑use permit (CU26‑00002) for a contractor's office with storage at 2200 East 2nd Street, forwarding all items to city council on April 7. Key conditions included a hardened surface for equipment storage and a screening fence where the site abuts residential areas.

The North Platte Planning Commission on March 24 recommended three related approvals for property at 2200 East 2nd Street: AM26‑00002 (future land‑use amendment from residential medium/multifamily to commercial), Z26‑00002 (rezone from R3 dwelling to B2 highway commercial), and CU26‑00002 (conditional use for a contractor’s office with storage). The commission forwarded all three items to city council on April 7.
Planning staff (Judy) said the property sits amid a mix of higher‑density residential, an RV/mobile home park, a Boys & Girls home and commercial parcels; staff had no objection to the requests if the land‑use amendment is approved. During the combined public hearing, one resident, Shirley, testified in opposition citing noise and compatibility concerns; another speaker (Mr. Wood) testified in support, saying he has done business with the applicant and expects economic benefits and local hiring.
Commissioners spent substantial time discussing site controls: they noted the applicant previously proposed a building with a 'living area' but clarified the CU would allow an office use if approved; absent rezoning, an owner could instead construct a residential 'barnaminium' that could store equipment and be more difficult to enforce. To address impacts, commissioners proposed and adopted conditions intended to reduce dust and visual impacts: any lot area used for vehicle or equipment storage, loading or unloading must have a hard surface (examples cited included crushed concrete, gravel or asphalt millings), and a screening fence to the maximum height allowed by code shall be erected along property boundaries abutting current or future residential uses. Commissioners also discussed additional options such as tree planting, setbacks, and limiting outside storage visibility.
Votes: the land‑use amendment passed on a 4–3 vote; rezoning to B2 passed 4–3; the conditional‑use permit and attached conditions were recommended by a recorded vote of 6–1. All three items will be transmitted to city council for final action on April 7.
