The zoning administrator approved planning case PL25-0366, a request to modify the Nutmeg subdivision precise development plan and associated entitlements. Staff said an updated noise assessment prepared for the applicant supports two alternative compliance measures in place of previously required freestanding internal sound walls: reconfigured buildings to protect private recreational areas and lower STC windows (28–34) for some units rather than the prior 35 STC requirement.
Contract planner Greg (identified in the record as Greg Matthew and later as Greg Manson) described the February 3 noise study and explained that the updated site layout and building configuration revised the baseline noise conditions considered in previous approvals. Staff confirmed the proposal reduces the height of a sound wall along Interstate 15 from 9 feet to 8 feet and involves relocating 19 trees from Nutmeg South to Nutmeg North because of utility and structure conflicts; staff said no required trees would be removed from the project.
The zoning administrator found, based on the updated noise analysis and the administrative record, that the proposed modifications do not require further environmental review under SEQA/CEQA guideline section 15162 and that the previously certified Nutmeg Homes EIR (State Clearinghouse No. 208081063, certified 2019) remains the applicable environmental document. The administrator approved PL25-0366 as shown in the project plans and subject to conditions; decisions may be appealed to the planning commission.
