Planning commission clears plats and site plan, endorses update to long‑range transportation plan

The Rutherford County Regional Planning Commission on March 23 approved multiple final plats and a commercial site plan and gave an endorsement allowing staff to proceed toward contracting a consultant to update the county’s long‑range transportation plan.

Plats approved included a two‑lot final plat for Brittany Noel Smith and David William Litil along US‑41A and John Winrow Road; staff approved a waiver of the requirement that a fire hydrant be within 1,000 feet where Central Utility District (CUD) determined a hydrant could not be supported. The commission also approved the Eddington Acres resubdivision to correct a house that had been built across a lot line and granted an off‑site septic easement waiver to resolve site constraints.

The commission approved a site plan for a new Okala Road self‑storage facility (approximately 101,628 square feet of storage and 63,575 square feet of vehicle storage area on 10.54 acres). Staff said the property had been rezoned in 2023 and granted a special exception for self‑storage; remaining comments are largely construction‑level and the commission approved the plan subject to those staff comments.

In a staff report, planning staff asked the commission to endorse moving forward with a professional services agreement with traffic consultant Neil Schaefer to update Rutherford County’s long‑range transportation plan (the commission noted the county’s plan dates to 2004, with a 2006 amendment). Damasi said the update will include public outreach and coordination with municipal plans, and he told the commission the contract will still require county commission approval for funding. He said a grant application may offset outreach costs and that staff would bring the contract to county budget and public works next month.

Commissioners emphasized the need for coordination with municipalities and the school district. One commissioner urged that the school board or a school district representative be invited to future planning discussions to assess the long‑term capacity and siting implications of concentrated residential growth.
