Several residents expressed alarm over plans to attach recycled-water pipelines to the College Park Drive bridge. John Janisk reminded the council of historic infrastructure failures and said the bridge is the sole access for 305 homes in College Park West, describing it as “structurally deficient” in the national inventory and urging the council to require retrofits or seek alternative routing.
"The College Park Drive bridge is the only access for 305 homes in College Park West," Janisk said, and he recommended a moratorium or a council condition that the utility retrofit the bridge before installing pipelines. Other residents noted Long Beach and district pipeline construction that had been routed nearby and urged that a dedicated pipeline bridge or other alignments be reconsidered.
Ken (public commenter) and others said they have pursued records and feel alternative alignments were not fully evaluated. Residents urged the council to use franchise or negotiation leverage to protect access and require pre-construction bridge remediation if necessary.
City response and next steps: council members acknowledged the concern, suggested further analysis and possible franchise-agreement negotiation points, and asked staff and the city attorney to look into options that could be brought to the council for review.
