Bellefonte Borough Council unanimously voted March 16 to support a watershed commission letter asking the governor to provide transparent planning and community engagement around the future disposition of the Rockview property following its closure.
Kevin Abby, an alternate on the Spring Creek Watershed Commission, and Elise Johnson, the commission’s watershed coordinator, briefed council about the stakeholder letter developed with conservation groups including the Clearwater Conservancy, Mount Nittany Conservancy, Trout Unlimited and local land‑trust partners. The letter requests transparency in how the Department of Corrections property might be handled and seeks protections for stream corridors, groundwater and other watershed resources as the state considers transfer or sale.
Council members asked clarifying questions about the disposition process; commission representatives said property management is currently an executive‑branch function (transfers move through the Department of General Services under the governor’s authority) and that municipal input at this stage could help shape conservation outcomes. The council’s motion to support submission of the letter passed unanimously.
The watershed commission plans additional public meetings and outreach across member municipalities to gather input and to encourage a transparent process for the property’s future use.
