Leonardtown — The Town Council voted March 9 to approve Resolution 2‑25 annexing the Hall property, a roughly 16.35‑acre tract identified as map 0032, parcel 96 at 40985 Greenhill Lane.
Town staff told the council the petition and requested commercial highway zoning are consistent with Leonardtown’s comprehensive plan and that the property owner, identified in the record as Mr. Hall, submitted a letter agreeing to assume maintenance of the driveway entrance from Route 5 to the building. Staff also noted parts of the tract are encumbered by forest conservation easements and prior density reservations.
The council’s motion, which was moved and seconded from the dais, authorized the town administrator to execute all necessary annexation documents; the action was approved by voice vote. Town staff said a county waiver would be required to permit development on the tract within five years and that St. Mary’s County had not provided technical objections in the town’s recent submittal.
Town staff also reminded the council that, if the annexation had not been approved, the applicant could still seek development under St. Mary’s County’s Rural Preservation District (RPD) rules, though well and septic requirements would apply. The council did not attach additional development conditions beyond the owner’s maintenance commitment.
The action closes the town’s review step and authorizes staff to complete the annexation paperwork; the council did not disclose a roll‑call tally in the meeting record and approved the measure by voice vote.
