Commissioners greenlight radio repeater upgrades and conditional padded-cell replacement to boost public safety

Emergency communications lead Jared Bartell (speaker 9) described repeaters installed roughly 27 years ago and explained that in locations such as Lower Rock Creek there is little or no radio reception, which creates a safety liability where there is also no cell service. Bartell said new simulcast/single-channel technology would simplify dispatch and interagency communication, and he provided rough estimates for equipment and installation (the low estimate discussed was about $67,000). Commissioners discussed allowable uses of 9-1-1 funds, grant options (Motorola grant opportunity), and the possibility of initially using 9-1-1 funds and reimbursing from grant awards later.
A motion was made and seconded to proceed with the radio repeater upgrades using 9-1-1 funds and to pursue grant reimbursement when available; the motion passed unanimously by voice vote.
On the jail padded-cell replacement, the sheriff described an incident in which the padded cell was essential to manage a subject with severe mental-health issues and said the county needs reliable options to avoid injury and liability. Vendor Dave Kessler (speaker 11) provided a cost estimate in the meeting; the quoted figure discussed during public comment was approximately $78,400. Commissioners agreed the purchase should be explored and placed into upcoming budget planning. A motion to pursue the padded-cell bid with conditional acceptance subject to funding passed; commissioners asked staff to return with funding options and possible inclusion in the capital budget.
Both actions were framed as public-safety priorities that could be funded initially from 9-1-1 or building funds and later reimbursed if grant awards are secured. Commissioners also discussed using mobile Starlink devices and other temporary measures to support field connectivity while the repeater project proceeds.
