Board approves IU Health West Lafayette mass-grading and two drain encroachments

The Tippecanoe County Drainage Board approved construction-level mass grading for a 22-acre IU Health West Lafayette site at 500 North and Jagger Road and granted two related encroachments after staff review.
Megan Irving Short of American StructurePoint described the phase as mass grading to install a sanitary main, water main, a detention pond and storm sewers. She said the Hadley Lake legal drain along the southern boundary will be the project discharge point; the plan accounts for off-site flows and a 1.3-acre basin tributary. Megan said about 19.3 acres of on-site drainage will flow to the proposed pond.
The team also identified two encroachments: an approximately 111-foot storm sewer outfall from the detention pond into the creek and an approximately 42-foot sanitary main extension to an existing manhole northwest of the creek. The project team has prepared a petition to vacate a short segment of the Grant Cole legal drain at the site’s northwest corner to accommodate construction.
Zach from the surveyor’s office recommended construction approval, noting review comments in the March 20 memo from Butler Fairman Ciphford. The board voted to approve construction, voted to vacate the Grant Cole drain at the northwest corner, and approved the two encroachments as presented. No public comment was recorded on these items.
The board indicated the petitions and vacation were routine for the site and that more detailed site-level permits or plan submittals will follow during construction.
