Commission reviews Harrison Marketplace conceptual plan for up to eight storefronts; no vote taken

At the Aug. 14 meeting, the Harrison Planning Commission heard a conceptual presentation for Harrison Marketplace (project 200477), a proposed single-building retail center with up to eight storefronts adjacent to the existing retail center on the Kroger property.
Planning staff said the property meets permitted-use requirements for the B General Business zoning district and aligns with a city comprehensive plan goal to add restaurants and retail along the Harrison Avenue corridor. Staff confirmed that the full development plan is under technical review by the city engineer and the Building and Zoning Department for setbacks, parking, waste disposal, landscaping, lighting and height requirements.
The applicant/developer described one signed lease for a boutique-fitness tenant, interest from restaurants, and a demising plan that allows unit sizes to be adjusted during construction if larger tenants want multiple spaces. "We have a pending lease with a boutique fitness concept," the presenter said, and added the team hopes to have the building delivered to tenants by next March.
Commissioners questioned whether automotive uses or vape shops would be allowed; staff noted that automotive uses would require a conditional-use review and said they had discussed acceptable tenant types with the applicant. Commissioners expressed interest in ensuring the development complements Kroger parking and the surrounding retail area.
No motion or vote was recorded on the conceptual plan. Staff indicated they will continue reviewing engineering and permit details and that any future signage or tenant types outside permitted uses would return to the commission if a conditional-use approval is required.
