The council adopted Resolution 2026-29, approving amended 2026 permanent appropriations in the total amount of $6,555,100.33 and declaring an emergency; the roll-call votes recorded affirmative responses and the measure passed.
Council also adopted Resolution 2026-30 to accept a Northeast Ohio Public Energy Council (NOPEC) Energized Community grant and adopted housekeeping edits to the codified ordinances through Resolution 2026-20.
On personnel matters, council appointed Scott Mullen as firefighter/paramedic aid, Scott Fisk as firefighter 3, and Alexandria Hamilton as firefighter 3 by adopting Resolutions 2026-31, 2026-32 and 2026-33 following roll-call votes. The council also approved several commendations and awards (firefighter of the year, police officer of the year, community policing award and employee of the year) that appeared on second read and were adopted this evening.
In procurement action, council debated Resolution 2026-27 (an amended acceptance/award for the New Fourth Street storm/sanitary/water improvements). After procedural discussion and a roll-call with multiple 'nay' responses, the measure did not pass in its presented form.
The council additionally approved acceptance of a $20,000 Ohio EPA grant and a $20,000 Verdantis work authorization to complete a required water-system conditions assessment (see separate coverage), and it approved the village's January and February check registers.
What it means: the appropriations vote sets the village’s fund-level spending plan for 2026; the firefighting appointments fill personnel needs; the NOPEC grant and the water grant acceptance enable short-term project and planning work; and the failed vote on the storm contract will require staff to revisit procurement or contract terms.
Next steps: staff will execute adopted grant agreements and appointments; the failed Resolution 2026-27 will be addressed in follow-up procurement or re-bid planning.
