Director Elojo Vera presented the item on behalf of Manuel Hernandez, assistant director of public works, and explained staff proposed shifting budget capacity from the wastewater treatment plant expansion to the solid‑waste fund.
Council members raised concerns about volatile fuel prices and suggested adding a contingency. After discussion the council amended the transfer amount and approved a not‑to‑exceed budget transfer of $170,000 to the solid‑waste fund to cover gas, oil and maintenance line items.
Public Works indicated the wastewater expansion project is ongoing and has budget capacity because work is progressing slower than anticipated. The council authorized the transfer and directed staff to monitor costs and return if additional funds are required.
